Instructions:
Prepare the Beef Stew:
Heat oil in a large pot or Dutch oven over medium-high heat. Brown beef chunks on all sides, then remove and set aside.
In the same pot, add onion and garlic; cook until softened.
Stir in flour, then add tomato paste. Cook for 1 minute.
Pour in Guinness and beef broth, stirring to combine.
Return beef to the pot. Add carrots, potatoes, mushrooms, Worcestershire sauce, thyme, rosemary, salt, and pepper.
Bring to a boil, then reduce heat and simmer, covered, for 1.5-2 hours, until beef is tender.
Prepare the Dumplings:
Preheat oven to 375°F (190°C).
In a bowl, mix flour, baking powder, and salt. Cut in cold butter until mixture resembles coarse crumbs.
Stir in cheddar cheese and parsley.
Add milk gradually until dough forms.
Add Dumplings to Stew:
Drop spoonfuls of dumpling dough on top of the simmering stew.
Cover pot with a lid and bake in the preheated oven for 25-30 minutes, until dumplings are cooked through and golden.
Serve:
Ladle stew into bowls, serving with the cheesy dumplings on top.
